ABOUT THE PROJECT

The Town and Village of Livonia are working together to update their Joint Comprehensive Plan to guide future growth and development in a way that reflects local values and priorities. Developed in accordance with New York State law and the Department of State’s Smart Growth Planning Program, the plan will provide a clear framework for land use, infrastructure, housing, and environmental decision-making.

The plan will incorporate smart growth principles such as promoting mixed-use development, supporting a range of housing options, improving mobility, protecting natural resources, and enhancing community resilience.

Through inclusive public engagement, the planning process will help shape a long-term vision that preserves Livonia’s unique rural and waterfront character while identifying opportunities to strengthen the local economy and quality of life.

 

NOTE: This project is partially funded through a grant obtained by the Town and Village through the NYS Department of State Environmental Protection Fund.

 

PLANNING HORIZON

The planning horizon refers to the timeframe a Comprehensive Plan is intended to guide community goals and decision-making. For the Town and Village of Livonia, the planning horizon is 15 years, extending to 2041. While the plan is designed to guide long-term growth, it may be revisited and updated as community conditions, priorities, or opportunities evolve.

 

WHAT IS A COMPREHENSIVE PLAN?

A Comprehensive Plan serves as a strategic roadmap for a community’s growth and development. It documents existing conditions, identifies challenges and opportunities, and reflects the shared vision of residents, stakeholders, and local leaders. The plan establishes clear policy goals and outlines strategies for land use, housing, transportation, infrastructure, and environmental stewardship.

As a critical policy tool, the Comprehensive Plan provides decision-makers with a framework to guide future investments, development initiatives, and public programs in a way that aligns with community values and long-term priorities.

 

WHAT IS SMART GROWTH?

According to the New York State Department of State (NYS DOS), smart growth is a development approach that supports strong economies, vibrant communities, and a healthy environment. It provides a framework for communities to make informed decisions about how and where to grow, helping them balance development needs with long-term sustainability. NYS DOS highlights the following smart growth principles:

  • Develop plans and land use regulations that allow for and encourage mixed-use neighborhoods.

  • Prioritize infill and redevelopment of existing buildings to revitalize neighborhoods and downtowns, including areas around public transit.

  • Encourage compact neighborhood design and concentrated development around existing infrastructure.

  • Prioritize transportation options such as walking, cycling, and public transportation.

  • Build on unique traits to create an attractive and welcoming community with a strong sense of place.

  • Enable a diverse mix of housing types, providing opportunity and choice for all.

  • Provide well-planned, equitable, and accessible public spaces.

  • Preserve open space, agricultural resources, and natural resources.

  • Promote climate resiliency and adaptation, preferably through nature-based solutions, and reduce greenhouse gas emissions.

  • Engage in an inclusive, collaborative public planning process that considers the needs and character of the community.

 

ANTICIPATED SCHEDULE

This planning process will occur over an 18-month period. A Steering Committee comprised of Village and Town Board liaisons, Planning Board and Zoning Board members, residents, property owners, and local business operators will oversee the process and provide guidance to the consultant team throughout the project timeline. The schedule below identifies the key milestones for the Comprehensive Plan Update:
